Is this only available for users with Vodacom sims and what not , using MTN 3G/HSDPA I can do a dns lookup on speed.vodacom.co.za [196.207.32.68] but the http part of it using a web browser seems to be unavailable.

Ideas ?

Only available to Vodacom subscribers. so you won't see the server from any other network.

Would be nice to know what MTN users results would be.
The point of speed.vodacom.co.za is to test the on-network speed that Vodacom subscribers get from their PC & modem to the core of Vodacom's network, it does not replace any other speed test, it is intended to see if there is a potential bottleneck before any other local or international networks are involved, i.e. Vodacom subscribers should run a series of relevant speed tests starting with speed.vodacom.co.za and then moving on to other speed tests as close to the route they want to test.

MTN should provide a similar speed test for its subscribers.
 
I agree with you 100% , just thought it would be available to non-Vodacom HSDPA users but that could impact on bandwidth to and from that server.

What is that servers link to the internet like and is it hosted with the providers who provide the hosting for the Vodacom websites ?

A question v3g can answer, but my understanding is that the server for speed.vodacom.co.za is hosted within Vodacom's core network where all of Vodacom's base-station backhaul links effectively join forces.
