VoIP operators cry foul

Wasn't fixed line number portability supposed to have been implemented around March 2007 already?
I assume that 10-digit dialing was introduced to facilitate that, but I see that Telkom still differentiates between local and trunk calls, which becomes impossible with fixed line number portability.
 
well if you two companies say it johannesburg and cape town with "broadband" voip will be a great saver
