VOIP + Vid on local only

So I want to chat to someone else in SA, but can't use Skype because I want to do it over local-only.

My side:
384k adsl
Can remove NAT
Vista/XP depending on computer

Her side:
Uni res connection, detail unknown
Win7

I'm thinking teamspeak, but that doesn't have video chat afaik.

Bonus points if I can run the VOIP server and a dynamic DNS app in a VM.

EDIT: What was the name of the local only dynamic dns service again?

When all else fails use netmeeting, however it isnt available in Win 7 just windows meeting space, and works on Vista. I havent used it, but might work.
You can always go back to windows 98 put in a NT server with ILS for the address lookups .... aaaaah those were the days.
