Anybody know a good program to use?
 
nope
i dunno what format your using but i could never mkv's to play well on my surround sound tv system
 
Try using the graphic equalizer to increase the levels of the frequencies across the range. For eg. in media player - view -> enhancements -> graphic equalizer.

My laptop volume is sometimes a bit low for different files so that usually helps quite a bit.
 
If you use ffdshow (standard install with klite codec pack) to decode audio, you can use the mixer to adjust volume for the voice, surround, and LFE channels independent of each other, or everything at once etc. Nevermind the noise reduction filters, resampling abilities, and a whole bunch of other stuff I've never bothered pulling the dictionary out to try and understand.

Search SourceForge.net for it. It has that option...
