In the ad-alert dated April 19, it stated: "The ASA directorate found the City of Tshwane in breach of an earlier ruling against the use of the phrase 'City of Tshwane, Africa's leading capital city'.
"As a result of this breach, in a ruling dated November 15 2006, the directorate imposed an adverse publicity sanction, the cost of which the City of Tshwane was required to pay.
"Despite demand, the City of Tshwane has failed to make payment or arrangement for payment of the adverse publicity statement.
"Members are therefore called on not to accept any advertising, of whatever description, from the City of Tshwane, until such time as advised otherwise by the ASA," it stated.
