Since moving from ADSL to Vumatel Fibre, I noticed that my IP is now effectively static. For many, this would be a good thing. For me, not so much. Not really a huge problem, but I did prefer having the ability to change my IP on demand by simply powering off my router for a brief period.

Only real issue I have right now is for some reason eBay seems to detect my current IP as Netherlands, which is very annoying when trying to arrange items by "Price + Shipping Lowest First". I've tried changing it, but it keeps reverting back.

Is there any way I can force the hardware to request a new IP? Or is this something only the providers can help me with?

I know that the IP is technically not static, but it also shows no signs of changing.
 
It won't change.
You'll need to ask your isp to change it for you
 
Even then, the IP range will be the same and OP's problem with eBay detecting inaccurate geoip will remain.

@OP, go to https://ipinfo.org and tell us what that sees.

At this point it seems like it's only eBay with this particular issue. My IP's Geo-location definitely shows up as South Africa everywhere else.

Hmmm, might be their geoip db being cooked. Is your ISP a large one like Afrihost, or small?
