I am currently on a three-star rating.

That said - and WA's support staff agree - I only download between midnight and 6am, so should be on a five-star rating.

No-one can explain how this happens, but according to IS it is not possible that they [IS] are making a mistake.

So now one can be throttled for browsing ...

That was always the case if I am not mistaken, does not matter what sort of traffic you use - if you use more than x amount in a certain time period then your star rating will drop and you will get throttled?

According to the WA support staff it appears that the bandwidth used between midnight and 6am does in fact count towards one's star rating.

I have been pretty much stuck on a five-star rating since WA introduced "stars" over a year ago, this in the main because I only download from WA's news server between midnight and 6am.

In the last week I have dropped to a three-star rating without any change in my on-line habits.

As a result I have spent over an hour in telephone calls to Web Africa's support staff, including one "senior". All agree on the following:

1. Internet Solutions claim that my downgrading is as a result of excessive usage.
2. WA's perusal of my logs show that my time spent online - outside of the 00h00 - 06h00 "free" time - is definitely not excessive.
3. WA [reluctantly] agree that the only method by which my usage could be called excessive is to add the usage during the supposedly "free" time.

I have - thus far - received no alternative explanation from WA or the WA forum helper so, until then, I am forced to stick with that which I have ...

Hi RRH,

We throttle based on the amount of bandwidth used between 06h00 and 12h00 regardless of what the bandwidth was used for.

According to the WA support staff it appears that the bandwidth used between midnight and 6am does in fact count towards one's star rating.

This is 100% incorrect and if you can PM me the agents name who told you this I will personally give him/her a training session

Any usage between 12-6am is download plus which does not impact your star rating at all.

This sounds like one of those discussion circles - looks like you are going round in circles on this one???

Hi WA Helper

I hear what you are saying and agree that this is what I have experienced over the last year or so, i.e. since stars were first introduced.

However - and here I repeat myself once again - in the last week or so I have been dropped to a three-star rating without any change in my usage habits.

In order to substantiate my claim I have downloaded my detailed usage breakdown for September. This is less that WebAfrica's rolling seven (or is it ten ?) days average, but should be adequate as a sample.

I have split the download usage into two columns: "00h00 - 05h59" (i.e. download plus) and "06h00 - 23h39": the results are displayed in a table on the top-right corner of the attached spread-sheet.

As per your figures my daily average download usage (outside "download plus" time) - that resulted in a drop to three stars - is slightly over 210Mb per day.

I grant that I was returned to four stars today. OTOH this still implies that I am being made aware of the fact that my usage is - by WebAfrica's standards - still a tad high.

I look forward to WebAfrica's response.

PS If you are unhappy with the sample period I am more than happy to analyse August's data.
