1. GIS Web Portal Overview
The use of Geographic Information Systems (GIS) for program planning, monitoring and evaluation is a requirement of the District Health Management Information Systems (DHMIS) policy. Access to software has become more affordable and easier due to the advent of open source software and open data platforms, but the uptake of GIS as a tool within the public health sector remains critically low and this has been exacerbated by the low availability of the skills needed to use these tools within the public health sector.

In order to better disseminate GIS data, training and knowledge, MEval-SIFSA would like to propose the creation of a National Department of Health (NDOH) owned national GIS web portal. The overall goal of the GIS portal is to create a comprehensive and dynamic online GIS resource. The portal would be available to the public, mainly focusing on South African government departments and local and international health-related partners. Currently, a similar product has been created (www.mapsharing.co.za), but this proposal is for a redesign of the current portal and include additional functionality.
2. Project Scope
The aim of this project is to develop an online web portal that will enable users to access GIS-related data and act as a “one stop shop” for information regarding GIS-related projects, events and software. In addition, users will be able to access a variety of informational resources (e.g., tools, guidelines, manuals, etc.) and interact online with the South African GIS community.
The web portal must contain the following functionality:
• Online, public accessible source for a master health facility list, including the ability to query based on location, facility type and services provided. In addition, facility information would be able to be updated via an online update submission protocol
• Downloadable GIS data, including metadata and previous versions of data
• Links to open source software (e.g., QGIS, etc.) related to strategic information
• Links to relevant government and non-government strategic information departments and organizations
• An enhanced forum that will attract a robust user community, including discussions and map gallery
• GIS case studies, showcasing their submitted GIS-related success stories and lessons learned
• Calendar of upcoming strategic information-related events, trainings, workshops and conferences

2.1 New User Registration
All information on the web portal will be able to be viewed by anyone who accesses the site, however, a user will be required to register and login to:
• Download GIS data
• Download GIS case studies and other relevant documents
• Post a question or reply to the user forum
The following fields will be included in the registration process (* required field):
• Login Name *
• Email *
• Password *
• Confirm Password *
• First Name *
• Last Name *
• Organization Name *
• Job Title
• Country
• Textbox to enter CAPTCHA (Completely Automated Public Turing test to tell Computers and Humans Apart) code and have the code generated *
• Checkbox to confirm terms and conditions *

3.0 Detailed Design
3.1 Overall portal map
This is the menu options that will be available to any person viewing the portal online:
• Home
• Health Facilities
• GIS Software
• GIS Data
• GIS Documents
• GIS Community
• Forums
• Contact
The above menu titles refer to the relevant content each page will contain and the title names can be adjusted/renamed appropriately.
3.2 Online Master Facility List
Although the current version of the web portal (www.mapsharing.org.za) is to be revised, the online master facility list is one component that is to be preserved and brought into the new design. The overall look and feel of the master facility list should be maintained, however the search and faculty information display can be expanded/improved. Also, this component of the web portal should not be on the start page, but on a subsequent page all to itself.
3.3 User Forum
The user forums must be able to:
• Allow for the creation of various topic areas and subsequent posts/replies
• Have the same look and feel as the remainder of the web portal
• Allow for forum moderation by Administrators

3.4 Branding
Per USAID and NDOH requirements, the web portal will need to follow the necessary branding protocols for each organization in the design and layout of the web portal. The successful candidate will be briefed and be provided with the necessary regulations and high-resolution logo images.
4.0 Technical Requirements and Deliverables

4.1 Search Engine Optimization
The web portal must be fully optimized to ensure high Google and other key search engine result rankings.
The consultant selected to develop the portal must clearly demonstrate the technique(s) they will utilize to ensure good search engine compliance.
4.2 Google Analytics
The web portal must be fully integrated with Google Analytics, including the creation of a Google Analytics account and analytics being collected from the launch of the web portal.




4.3 Post Implementation Support
The consultant selected to develop the portal must provide a minimum of three months’ post implementation support, at no extra cost.

This support will cover fixing all faults including performance issues and usability issues that impair the successful utilization of the portal by MEval-SIFSA and the web portal stakeholders.
4.4 Documentation
The consultant selected to develop the web portal must provide the following documentation as part of the final deliverable:

4.4.1 User Guide

A complete, comprehensive and detailed user guide containing screen shots that describes the functionality of the web portal in an easy to use and efficient manner must be provided. In addition, it should cover how the content can be edited and updated. Finally, detailed instructions on forum administration should also be included in the user guide.

4.5 Full Release
The source code and all files must be delivered in their entirety to MEval-SIFSA, along with all the intellectual property rights.
5.0 Project Management
5.1 Project Plan
A full project plan must be delivered with the proposal.
The project plan must indicate clearly how the following milestones will be achieved:
5.1.1 Design Templates
Three design templates should be provided to MEval-SIFSA two weeks after start of project
The design templates will demonstrate the various layouts/styles and will include:
• Home Page
• GIS Software
• User Forum
MEval-SIFSA staff will select the final design template, including identifying edits/additions for the consultant to incorporate into the final design.

5.1.2 Clickable Prototype
A “clickable” prototype showing the portal flow for all menu options, user registration, and online facility list search functionality to be delivered two weeks after the approval of a web portal design template.
5.1.3 Product Delivered to MEval-SIFSA for Testing
A full developed and internally tested portal must be delivered to MEval-SIFSA for final system testing four weeks after the approval of the clickable prototype.
MEval-SIFSA will spend at most five working days running extensive usability tests of the web portal.
5.1.4 Final Delivery
The final release of the portal will be delivered to MEval-SIFSA for the final testing one week after MEval-SIFSA’s completes their extensive usability tests.
5.2 Project Team
The company selected to develop the portal must provide a dedicated project team including a full-time project management and technical lead.

This person will become the central point of contact for all project related activities.

There should also be an escalation point to a senior manager within the organization to ensure accountability throughout the project.

It is anticipated that the company will provide sufficient technical resource to conclude the project in the timelines specified above.
5.3 Project Progress Reporting
The company project manager must provide a weekly status report on Friday morning of each week. This report will contain a status update on the project along with key activities planned for the forthcoming week.

If requested by MEval-SIFSA, there will be a teleconference held weekly on a mutually agreeable day to discuss project progress. At each milestone, there will be a face-to-face meeting held at the companies premises to review the deliverable.

6.0 MEval-SIFSA Provisions
MEval-SIFSA will provide the following to the successful consultant awarded the project the following:
• All USAID and NDOH branding protocols and high-resolution images
• Provide access to the current web portal (www.mapsharing.org.za) and assist with any inquires related to the development and design on this website
6.1 Current Development Platform
The current site is developed on WordPress and Google Maps.
Following are the development languages/Internet technologies used to develop the current website:
• Apache Webserver
• PHP, HTML and JavaScript
• Google Maps API
• Osego MapServer/MapGuide
• MySQL\Postgres

7.0 Application Process
Interested applicants need to submit the following:
• The project plan (outlined in section 5 above)
• A description of the platform and software proposed that will be used to create the web portal
• A detailed cost estimate
