Web Surfers stuck locally

The .org problem seems still to be ongoing. I still can't access the (locally hosted?) version of the arXiv at:
http://za.arxiv.org/

This is pathetic. Most .edu sites also give me the error:

Code: 
 A DNS lookup error occurred because the request timed out during the lookup.

Anybody have an idea of what is going on?

No, I tried with both cache on and off. But both .org and .edu sites are accessible again (for now, until something breaks again....)
 
What about failover?

Is the Telkom network not robust and therefore does not have failover?
