You can't use speed test results as a definitive measure. The link between the server and WebAfrica might not be big enough, or might be congested at the time you did the test.

The best way I found to test is to download a service pack or other big file from the Microsoft website (because they have high speed and high capacity local mirrors). Ensure you do a multi threaded download using a download manager, to ensure that you max out your line and ISP connection. If you're still getting the same speeds, at different times of the day, then it makes sense to come to the conclusion that your capped account is throttled. But doing a one time speed test means very little.

It's no secret and well documented that WA manages bandwidth usage on their network, as does every ISP. On both uncapped *and* capped products. At times WA might be faster than other ISPs, other times not.

Did you not see the MULTI THREADED DOWNLOAD FOR AN ISO FILE FROM MICROSOFT in each of the pics above, as well as the speedtest!

Ohh blimeee! Sorry.. That's what happens when I reply to threads at 3:02AM, in bed, from my cellphone. I only "saw" the Speedtest.net results, and ignore the other "distracting" Windows.

Edit: Ironic that you already did exactly what I would have done. Thought I was the only one who used multi-threaded downloads from Microsoft to test with. So yes, from the looks of it, WebAfrica definitely have some explaining to do. Capped accounts should not be throttled, ever. This is not 2005.

Hi Bboy,

The only thing limited during Business hours is P2P and NNTP traffic on our capped accounts.

Please provide us with a trace route to all the servers you downloading from at the time of your experiencing this issue.
