Website Building Tools on Domaincheap.co.za

I'm thinking of hosting my site with Domaincheap but it's not clear if they have online site building tool i.e RVSiteBuilder. I know elitehosting does but Domaincheap has a free .co.za domain and is slightly cheaper.

elitehost does offer a free domain if you take a hosting package and pay for it annually. this only applies to their unlimited packages
