You will need to install XAMMP first. Download it here:
http://www.apachefriends.org/en/xampp-windows.html

After installing that you can install Joomla...Basically xampp wil act as your webhost so instead of typing in http://www.yoursitesname.com you will type in http://localhost/yoursitesname to go to the site.

I dont think there was a tutorial on how to do it(xampp) with joomla so i used a wordpress one. It's pretty much the same thing.
Here's what i used:

I would suggest that you first try to do the wordpress instillation and then the joomla one.
maybe wordpress will be a better option for you because it's much easier to get up and running than joomla
