Weird ADSL line behaviour

Hey guys,

So long story short - My line is experiencing major SNR margin increases and decreases, seen in the data below (made a script to read this from my router). It then drops and resyncs. But its bloody random, If i dc the adsl modem and plug my land line in, Listen to the line, its clear - no noise. I plug it back in and its perfect for approx 4 min before the same happens.

The strange part is that If i call my land line, it Rings (cellphone side), but the landline phone doesnt? I can pick up the land line and hear a dial tone, whilst the cellphone is calling. I cannot make calls from my land line either? But i can call 10210...

Any one know whats up? Called Telkom and the response was - Cable theft in your area (No need to log a fault) - This was thursday. Nice excuse huh? Its just gotten worse. Neighbors, like 3 roads down are perfectly fine. Also worthwhile noting that I've tried multiple routers.

I'm thinking there's a crossed line somewhere, or perhaps they connected someone else's number to your line. Dial 101999. A voice prompt will read your number back to you.
