Weird internet issue - please help

I have the weirdest problem with internet speed, really scratching my head here.

I've been using a WISP the last year, a 2Mbps package and generally speeds are very good. The last 2-3 weeks the browsing has been very sluggish. Did multiple speed tests to multiple servers over the period and speed averages between 0.4 and 1Mbps. Http downloads are horribly slow, in most cases crawling at around 0.2Mbps.

Strange fact no 1 - Usenet and torrent downloads run at full speed, any time of day!

Strange fact no 2 - Recently tried ADSL again and I get EXACTLY the same issue. Speed tests average around 1Mbps on a 4Mbps line. Http downloads crawl. But torrents running at between 3-4Mbps (depending on whether I'm using Mweb or Afrihost).

So in short, with my limited knowledge of these matters, it seems that somehow, across multiple products and ISPs, my http access somehow seems throttled, but not usenet and torrent access.

Does that makes sense? Am I losing it? Please help!
 
Are you connecting wirelessly to an AP or with a cable? I have seen similar strange things happen due to a faulty wireless card.
 
Both, wireless and wired!

Going to try another router now, currently using Netgear DGN2200, going to try my old Netgear.
 
Check your pings and/or tracert to local and international WEB sites. Any irregularity bigger than 50%? If you see lost packets, your browsing will suffer. It looks like this:

I have the same type of problem if you do find a solution please share.
