Weird Line Issue

Roughly about 6 months ago, I moved from a 4mbps capped ADSL service to a 10mbps capped ADSL service with Afrihost. The line worked well enough and there were issues with streaming tv mainly but nothing ridiculous.
Over the 2 months, I have noticed that my line only syncs at about 8mbps. Prior to this there were absolutely no issues with my line syncing at 10mbps.
What is even more strange is that the upstream sync speed remains constant at 1023 kbps yet on some evenings, my downstream speed syncs between 6 and 8mbps.

So I logged two calls over the last 60 days and a Telkom representative was sent to my home to check the line. After checking and testing she mentioned that the reason for the line syncing at 8mbps was due to the fact that I was about 3 kms from the exchange which is at the corner of Jan Smuts Ave and Conrad Drive. I have noticed that there are other exchanges in our area, closer to my home and I am not sure why I am connected this far...

My issue is simply why didnt the line sync issues happen initially and do you think this is more of an isp issue rather than a telkom issue...
Is there a way I can get Telkom to move my line to a closer exchange in my residential area?
