As i mentioned in a reply to another topic, don't make the 3GB volume cap the issue, which again is highlighted as the most prominent complaint in this editorial from ITWeb. That is but one issue, and for me, of lesser importance.
Telkom can very easily argue against that and have done so. They cannot argue against a bad service, irrespective of the non-guarantee clause. The bad service is primarily attributed to congestion, over-subscription and network shaping. If these issues were solved, then everyone should be happy running a capped service as it would typically run at just below 64KBit. To quote a circular from MWeb:
<i>Should you send more than 3 Gb of data or receive more than 3 Gb of data in a single calendar month, your access speed will be reduced to just a little slower than 64 Kbps for the rest of that month. </i>
This is not the case, as even the non-capped service runs way below 64Kbit. No wonder the capped service is almost non-existent, and there lies the main problem. The cap is a feature of this service, but we have accepted this feature on the basis that it would be a slower service when capped, not something that's unusable.
If Telkom can solve the network network congestion and lack of international bandwidth, maybe we'll find that the capped service is usable.
