S-video to composite & component?

I get the impression it is a breakout connector for something like a Roku media player, rather than an s-video to X adapter, primarily because it seems to ALSO have an S-Video out.
So, rather it looks like a [proprietary] to everything cable, where everything includes Composite, component, s-video, etc. However, there appears to be more than one s-video-style connector, so there is more to it than even that. The picture is not great, but it looks like the blue plug has an arrow on it indicating that the direction is actually "towards" the proprietary connector. i.e. it is an input of some sort, rather than an output which one would expect from a streaming media player. Perhaps it is for some sort of DVR?
