The 1.6L Carolla 2006 I had, was very heavy on fuel.Whatever you do don't go for a tiny turbo motor. They run hot and not reliable long term.
The normal 1.4/1.6 will far outlive a fiesta 1.0T (Those things blow often).

Which area is this @Thor ? That will drive if we need to spec larnie wheels, a massive exhaust or not etc etcRequirements:
1. The car must blend in, it's used for surveillance, so if the car is behind you, you should not even take note of it, ie a car that everyone has, is common on the road, won't stand out.
2. Fuel Efficient, within reason.

4. Automatic
