I can't tell by the individuals, but by their number I would say yes.
So to answer the OP's question, Obama doesn't love the under secretaries enough to let them into the picture.

A group of lazy asses with deputies to do their work incompetently as opposed to and compared to a team of individuals with real skills to do their own work "effectively and competently. The Zuma group are more corrupt and incompetent than the Obama group.
Zuma justifies his world leading salary because he needs to supervise a larger group of incompetent tools.
The obama group have collectively more qualifications and expertise than the Zuma group and all their additional deputies and "advisers" together.
The Obama group runs a larger country with many more citizens with a small team effectively compare (Ratios?) to the large Zuma group with all their mostly incompetent unqualified idiots who cannot even run our countries parastatals effectively and without corruption, ineptitude and huge failures.
We can carry on forever to make the list grow endlessly. It's a shameful abortion of note!
