Micro itx motherboard Desktop with 55 inch smart TV attached using hdmi
 
Nvidia Shield connected to a "was smart" Samsung Series 8 TV.

The Samsung TV is a 6+ years old and was smart.
The Samsung Series 8 TV has an excellent quality panel.
Samsung software is no longer maintained, CPU too slow, too little RAM and storage.
Samsung removed Youtube due to dispute with Google.
No more updates for the last few years.

The lesson learnt:
Your "Smart TV" will be become software/CPU/RAM/Storage obsolete & unusable.
Get a dumb TV with good panel, and use an external TV box.

From one output device (laptop) to two input devices (TVs)? I doubt it. Other way around. A splitter box will be required.

Switch is from more than one output devices (sources) to one input (TV.)

Well thats the way I understood the post, my bad then, my Ellies Switch, can can be switched to a splitter, simply by selecting that mode.
