Can UNCAPPED bandwidth be charged per gig?

its been 2 weeks now and still no comment, me thinks...this will just blow over. telkom will ignore. i guess we have to wait until the end of the month to see what telkom bills you. then the icasa complaints can begin....and everyone must complain...or else b!tching in the forums is about as purposefull as a fart in a **** storm
 
Well i notice our account comes 1 month later so nxt invoice is dated for 18th of this month. wierd. Anyways they left a nice big loop holes and Telkom knows it can go thru it, so why bother telling the public, just continue its merry way.

no one ever said it was "supposed" to be free. just overseas...its advertised as free but the isp's still pay for it...but the cost for it is much much less...lots of cross subsidising, from low use users to high use. its just un economical right now. its officialy 3 days till the sno launches...lets see what happens

But would complaining to icasa really help? i mean they havent done anything in the past, doubt theyll take complaints seriously now...
 
I think Icasa did not fully apply their minds to the regulations and rushed to get them out before the councillors left. And now a whole gaggle of people are left there with no idea what to do and a whole big mess to clean up.
 
Any of you guys please explain in simple English what this pricing structure means? Currently it's:
1. One-off Connection: R4xx
2. ISP: Rxxx
3. Line rental: R100
4. Monthly ADLS charge: R245 and more, depending

What is ICASA's position according to this article???
 
What did the regulations really change then?? I mean if we don't get free uncapped local at least(minimum).. What did we gain???

I don't see the consumer getting anything out of this battle.

In the end these regulations are suppose to make things either cheaper, or faster, or at least upgrade/better the current services??
 
once off installation fee
line rental (R100) (copper line...the same as for telephone)
bandwidth charge (current adsl access charge)
isp charge

the big confusion, since telkom hasn't said anything is the monthly adsl line rental charge...which the law now technically prohibits

So if I understand correctly today's statements from ICASA reiterates the abolishment of monthly adsl charge? If so then what are they waiting for? They need to kick some hind parts now!

Interesting that Mamadupi was nominated as a potential ICASA councillor candidate, which means that Mamadupi must have formally notified the PPCC of acceptance of the nomination, and since it was allegedly Mamadupi [a lawyer with legalese loophole closing skills] that chaired these ADSL regs at ICASA before her extended tour as an ICASA councillor ended a few weeks back, one could say that Mamadupi should not be re-appointed based on the ambiguity and poor quality of the ADSL regs that Mamadupi's reputation has been staked to...

When will they stop beating around the bush, lay things in black and white and then we would not have half the country and its businesses not sure of where they stand. This is enough to drive anyone insane it so mindless!

Doesn't this also mean that ONLY international bandwidth should count towards the cap? In other words, you get a 3GB cap, but it's for 3Gb of international traffic only, up and down?

And yes, it doesn't appear to say that local bandwidth should be 'free' or 'unmetered'. Consider:

So your local bandwidth is uncapped, meaning you can effectively use as much as you like; however, the bandwidth costs money for the ISP's to provide, so they'll naturally have to pass the costs on to you, the consumer. And the easiest way to do this is to continue per-gig billing. You may find some of them give you the opportunity to cap yourself to prevent sudden, nasty surprises. So what will you have then? A product with a 3Gb International Cap (optional top-up at a per-gig international rate) and Uncapped Local at a per-gig charge, perhaps with some basic Local amount included in the package before you start paying per gig for top-up.

What does concern me is that without clear guidance on the pricing, there's no guarantee that Telkom will just bundle the former access charges with the bandwidth charges because there's nothing in the regulations to stop them from doing so.

Someone (Gatecrasher) in another thread said we were disappointed because the regulations were over-hyped. For my part, I'm disappointed because as far as I can see, I will still be paying R600/month for internet access. There's no guarantee that the R245/month I pay in 'ADSL access charges' will fall away and not just become R500 in ISP fees...
