What is the cheapest VOIP program? Plz Help

1. Cellular Local
2. Asia eg. Korea

I'm on Telkom Closer so local I get free local calls but I want to cut costs on the whole mobile and international

Not too sure about cheapest, but certainly cost effective.
Remember, they dont refile and have a local server with SS7 interconnect agreements (LIVE) with MTN, Vodacom, Telkom, Telekom Austria and a few others...

if u are in a wifi zone ur call is 100% free.

if not i think i called a mate in aus for R0.10c / min

All of them look to me to be asking +- the same prices. My favourite atm is http://www.gizmoproject.com/ because it can talk to Gtalk and msn/yahoo as well.
