Its a device used for target groups.

DSTV decoders are not capable of sending out signals, only receiving.

So in order to tell advertisers how many people are watching their adds Monochoice needs a way to pump info back to their headquarters. i.e. Whoever got this thing was part of the sample they used to work out how many people are watching X.

They need a 3G link because their own tech can't deal with it.

Also...Monochoice has somehow managed to publish their internal training manuals on the interwebs....
