I got this astra and has been driving it for long. Last week I drove behind my wife and notice the brake light is not working well.
I tested it and it is actuality working.
From the pic the bottom red shade is for park and brake, 1 globe, then white is reverse, and amber =turn. And then my question, top red, their is a globe inside, it test correct, but what is its purpose.I could not get to to glow.I hope I am not making my name totti here.

I think on the Astra you have to turn the light switch to position 1, the pull it outwards and the it will force the ligts on wit the fog lights. Talking under correction from memory years ago.

GM sometimes builds in a function, that only the higher spec models have the button for.

Like that story about trip computers on Chevy sparks,
You have to drill a hole and then solder on a button for some functions to work.

But the more expensive Chevy sonic has that button added,
 
Those are your fogs. If they do not come on then most likely the fuse gone (rear fogs have their own fuse on top of rear cluster fuse).

Ford too, my old Ikon had rear fog lights with bulbs, but no button,

Some people wire them to be additional brake lights.

Looks like you are right, only one fog is actually wired to work (but the factory still put a bulb in the non-working side).

Wonder if it's only on GM cars that this "crippling" happens?

Suppose it's to make money for all the options,

It sounds like the lights are done that way and then only one actually wired, depending if it's LHD or RHD. Perhaps the light clusters are supplied and then fitted with bulbs already installed, makes for easier stock control of only one line kept, I suppose.
