It's by design it's hard-coded and yes you can use the blockchain explorer to validate that.

However, that limit is not set in stone, it can be changed overnight.

The design isn't a limit but rather that it will increase by a specified amount each block. That's why I ask in case there's a few billion hidden in some unknown account at the start.
