From what I understand the feature has been implemented in the WhatsApp client for iOS but they are rolling out (aka activating the feature in the client) gradually over the next few weeks.
Kinda makes sense as I can imagine how many users they would suddenly need to cater for on the back-end. A staggered roll-out would allow the engineers to optimise and tweak the codecs, etc.
That approach makes sense yes. I think that they saw their mistake with Android.
Coincidentally, someone called me on Adroid Whatsapp last night; the call quality was atrocious - lag and echoing. I'm hoping that they've learnt from this and will be providing iOS with a much better experience.
