whatsapp messenger, how does it work exactly?

The reason why I say this is because it has happened a few times where when I press my power button to get the display active to do something on it right then a WhatsApp message would come through and when I check the time stamp on it it will show it was sent like 20 minutes ago or something. My phone is not set to suspend my data connection during the day or after inactivity. This leads me to believe that WhatsApp fails at times to "push" messages to phones that is not actively pinging or whatever its called the WhatsApp server??
