I think in chats and groups there's an option to not auto download media already. You can set it per chat/group

In Telegram you just select attachment, then file...then gallary and choose the photo you want. Sends it in original state and file size. Also send HEIC photos. The old fashioned way converts your HEIC pics into Jpeg.
