Just train and pay the police properly. Let them deal with crime. Stop making crime our problem.

I agree. At the end of the day law enforcement in SA is a bust. The ANC just comes up with this cr@p to make us think they are doing something.
These impractical laws don't do s..t to stop corruption and incompetence. You can contact your provider when your cell is stolen, and within minutes they can tell you where it is within 50 metres. Their reason for not informing the cops is because the cops don't bother to react.
Could the @ssholes who came up with idea, tell us approximately how many criminals use their own (rica'd) phones, and how many use stolen ones? I am sure all the carjackers are rushing off to get their stash rica'd right know. twats.

I think we should all supply the ID number & home addess of the w@nker that thought up this law everytime we buy a sim card.... SO he can get busted by the cops 24/7

I bought a pre-paid sim card yesterday. I provided all of the correct documentation.

The guy who registered the card for me, didn't even check that the utility bill was actually mine, or that it was less than 3 months old.

So basically I could have used a utility bill from someone else at a different address to register, and no one would have a freaking clue where I live, giving me total freedom to commit any crime I wanted to with the sim card number if I wanted to do so.

The big problem with this kind of "registration" is that the person you go to to register your sim card really couldn't give a damn, so the whole thing is a big sham. I bought my sim card at a Checkers store, and the person registering my card was only interested in getting back to his job, so didn't care to check.

It will never be accurate or stop criminals committing crimes with cell phones. They will remain just as anonymous as they have always been!

Another problem is that RICA requires that proof of address in the form of a utilities bill. If you claim to live in an informal settlement (and hence don't have an actual address or any proof of address) then you need to provide the address of the nearest church or school as an alternative.

So if you are a criminal or intent on committing a crime your best option is to claim you live in an informal settlement and then the cops will never be able to find you whether they have you in the database or not.
