Since it's a new install I am ruling out a fragmented disk. Plus Server 2008 should automatically do background defragmentation as well. I don't think it's hardware as it developed suddenly. But you never know. Do you do Windows Updates regularly?
You should be able to check under Control Panel, Programs and Features, Installed Updates. I am not sure what the French nomenclature would be. It will at least give you an idea if there were patches installed that might have affected it.
I think maybe get the guys to remove the latest apps that they can remove safely and see if it improves. It sounds like a driver/software/patch conflict to me. I am out for the eve but good luck man! Hope you get it sortedkeep us updated though
I have the same problem all the time in SA, except we provide the server support and someone else provides the specific software and we always get blamed for this similar problem. Most of the time the problem is simple, the version of the software installed can not utilised the new hardware efficiently or some config changes are needed and slows the entire system down.
What I do is replicate the environment within a test lab with a similar as possible hardware of even used the same hardware buy start with basic installation and that configure one step at a time. If you have the same problem, that you know its either your software or a setting or config than needs to be changed. If everything works find that you know and have some proof that the problem is coming from the environment and then you can start digging. This simple procedure has help me many time over the last few year and most the them time forced the customer to force the other party to get involved in finding solution instead of blaming me.

Thanks. I have done many many tests. The fact is that the server is slow without any of my software running. I have even stopped the DB service. The app runs great on another similar environment and ran fine up to Monday night when I migrated and did post checks. On Tuesday they installed a fews thing and then things went pear-shaped. They installed things like MalwareBytes Office2010, Dell Server Admin ,Adobe, etc. on Server 2008R2
