Where do I go from here?

Been experiencing high latency for more than 2 weeks now. Tried reporting it, but everytime I was given different explenations, and requested to do different things on my PC (change settings etc.) Eventually I was able to get someone to load query a week ago with promises that I would receive feedback within 24 hours. After 3 days of no feedback I phoned in and reported it again. Alot of apolagies later someone from the tech department phoned me and told me that there was an error in the area, but that it was fixed. I quite calmly told the lady that it was not fixed, and she said she would have someone go check it out. Again I was promised 24 hours feedback. Now 2 days after the promised feedback period and have still heard nothing.

Which leads me to my question. How do I go from here? Is there someplace or someone I can phone that actually cares enough to try to find out what my problem is? Is there a specific number I can phone to escelate this as it is obvious that the call centre obviously has zero interest in sorting out my issue?
