Seems that way.
I did a manual network search and there was a funny LTE network (which I assume is this one) and tried to connect to it, seeing that Vodacom signed a roaming agreement with WBS, but it refused to register.

As for roaming, who said 'roaming'? It seems a complex deal with leasing equipment, roaming possible, but not essential in the deal.

Sharing and renting facilities between the different MNO's is hardly anything new or complex.
