Which ISP offer static IP

Which ISP offers a Static I.P. other than ADSL 1024 , i have found that even unshaped accounts are using proxies .
 
A static IP and proxies are different matters, what are you looking for?
 
If you're trying to do what I think you're trying to do, your best (and cheapest) option is to setup a visible overseas proxy (VPSs cost about $10USD/pm) and then that will appear as your "static" IP.

If you're not trying to do what I think you're trying to do (because its horribly illegal), your best bet is buying a business router option from Internet Solutions.
 
I think he just wants a static IP for rapidshare and other internet related rights that have been taken from us by so-called conveniances such as transparent proxies, NAT etc etc.
