The humming sound could also be a cover that is vibrating. Does this only occur when you write a dvd? These drives tend to vibrate and cause some funny sounds. It is a bit difficult to suggest a solution without hearing and seeing. Maybe get a buddy to come and listen and get another opinion. If you have the money go ahead and spend it but I don't believe it is going to solve the noise problem. Oh by the way do you have a fan on your video card? These fans tend to give a lot more problems.
Yep the 7600GT comes with its own fan. The sound is def coming from the processor. The sound intensifies when opening a picture for example or any app. and also when writing a dvd. I've always had this problem, when I used XP Home and when the Intel utility was installed (board monitor) - it should always pop up a warning that the processor's temp has exceeded normal parameters. The intel utility doesn't work on Vista so there's no irritating pop ups
'For everything else in life there's Mastercard' lol, so I don't mind abusing the ol' credit card for a worthy cause. It's just that with the pc being in da room it does create a disturbance
