1stly, excuse spelling
OpenWeb, like all IS resellers, can create, modify, delete accounts.
Once an account is created, one can change the account type, edit password, syspend an account (which terminates all sessions within 15min) and restore an account which is suspendid.
In no way, does any IS reseller have any control over the permormance of an IS account, the speeds one gets, or any throttleing that gets done.
Further more, uncapped accounts cannot be shared across 2 ADSL lines. This was possible in the past that 2 concurrent connections were available where you could share your adsl account with a friend, IS have since removed this ability.
The moment you connect, the account is locked to your ADSL line, and ALL attempts to authenticate will be declined with a user/pass error untill you disconnect, and then the lock is released. Only then can a friend use the same account, which will then be locked till they disconnect.
If your refering to the bouncing speeds your experianceing, it may have been an IS issue, as yesterday eavening, I was getting erratic download speeds on a normal IS account, about 10K/s, which sounds simular to yours.
I have tested several uncapped accounts where customers where complaining about there uncapped acc speeds, and on testing it myself on my 4MB line, I always achieved full speed.
Of those complaints, one had there adsl line physically on a slower speed even though they were paying for a 4MB DSL line, a call to telkom sorted him out.
The others never got back to me so i can only assume they also blasted telkom regarding there lines or got informed there was an exchange proble, or there speed went back to normal on its own.
Sofar, every uncapped account test has exceeded my personal expectations and the only defining characteristics between my self and the problem clients are experiancing can be narrowed down to 3 scenarios:
1) concurrent connections: at minimum, you will need 15-30 connections.
the average speed of 1 connection usually sits between 10-20k/s if all is optimal. Ive seen it go down to sub 1k. Last night I went as high as 180 to offset the crap speeds last night, and still maintained top speeds.
2) location: I must be in a relativly problem free area, as the pysical line has rarely caused downtime or slow speeds, and after commiting mental suacide calling telkoms help desk, got it sorted. Ones area/exchange/infrastructure/copper quality/RF interferance can play a role in deteriating speeds.
3) IS problems: This one affects everyone regardless if the above two scenarios are disgarded. It comes down to grin and bare till IS sort it out.
I have attached some speed tests I did for the clients. Its usually a 10min test at absolute max speed.

If you want I can do the above test for you aswell, and you can verify the speed in the IS user stats. You will be disconnected while the test is run due to the above mentioned lockout.
Just PM me your OW number to initate the test.
