Quick Breakdown of how the Iranian government works. It's really, quite clever and one of the most resistant to change I have ever seen. How to set up a (theoretically) fully democratic government while ensuring that you current values are almost impossible to change.

In brief, all Iranians over 15 have the vote and elect The Parliament, The President, and the Assembly of Experts. The Assembly of Experts appoints the Supreme Leader. The Supreme Leader then appoints the Head of the Judiciary. The supreme Leader and the Head of the Judiciary appoint the Guardian Council, with Parliamentary approval. The Guardian Council has the power of veto over all laws as well as any candidate wishing to stand for election to parliament or the Assembly of Experts or as President.
Essentially the Guardian Council has a super Veto over anything they don't like, although they can make no law themsleves.
