why does it take 6 month to issue it if alls good by 16 nov???

AFAIK they still own all international connection access and rights, so in the end, everything passes through the beast ;)
 
Licence conversion is imminent. Based previous experience, we can safely assume roughly three years longer than the most pessimistic projections. Don't get too excited.
 
Hopefully it will boost the local ICT industry, especially local website hosting and storage as there should be real price competition to carry data, even if international links are still controlled by Telkom (and Neotel in future).
 
No, just more proof of how incompetant ICASA is. This process should have been completed years ago.
While I agree with you that !CASA is in fact incompetent most of the time, the licence conversion process could not have been started or completed years ago as it relates to converting licences issued under the repealed Telecommunications Act which was replaced by the Electronic Communications Act, and is affected by the Poison IvyCASA Amendment Act - which were only promulgated last year some time IIRC.

Wasn't there also supposed to be some deadline met in November, like local loop unbundling or something like or exclusive rights to SAT3?
