Why must your bank or your service provider pay for your data?
Should they pay for the petrol in your car too? Pay for your kids school fees?
Stop begging for handouts and pay your way.

If your data is finished you can access your bank to put more data on. Although most providers now allow you to credit with data via USSD and then subtract it when you put airtime on again. Or you can use a zero rated app from Absa, FNB ot Capitec and put data on. Flip, I think even the Afrihost app is zero rated.

Perhaps consider punitive out of bundle rates then as a counter to a customer's bad planing?

FNB has zero rated data, I am on Voda.
Whatever deal they have going, good on them.
But Im not expecting all ISPs to suddenly zero rate data for certain services.

If a bank comes to an agreement for zero rata data charges on their apps with certain service providers, then that's a value added service they provide. It's not a given. That doesn't mean it will last for ever, or apply to all banks or ISPs.
Again... you pay for the data you use, and that responsibility is on YOU.
