Why does the delay feel different from EU than SA?

Growing up i lived with my dad and mom and my dad traveled alot because he worked in a hotel chain so every 3 years we moved...

so ive been to alot of places now im on my own in SA for awhile now.. the thing i noticed is 200 ms here feels alot different than 200 ms there... i grew up playing WoW, and in Europe i remember getting 50-100 ms usually i lived in serbia at the time...

but when it went up 200-300 sometimes due to isp problems or something it felt horrible the delay was awful... now here its a constant 190-200 ms in most games on EU servers. i dont feel the 200 ms delay the same way it felt getting 200 ms in europe..

why is that just curious.. or maybe ive just gotten so used to SA internet by now i cant tell the difference..?
 
Games are more optimized for when high latency than back then. I remember back when WOW started we had 800ms ping from here, was terrible.
 
Mostly it's going to be about consistency. When there's an ISP problem it's not that everything ends up being 200ms, it's going to be this mix of some packets taking 50ms, some taking 500ms, and then others not being delivered at all. The average time the game reports of 200ms isn't necessarily going to describe how bad the connection is. If you know that whenever you push the button it will respond a quarter of a second later you can plan around that and get used to it. When sometimes it's instant and other times you're watching it and nothing happens, and then you push the command again, and then suddenly everything catches up, that's unbearable.
