Why doesn't eNCA livestream in SA?

So,

I think there is a fair amount of demand in the "I've cancelled my DSTV" segment of our population to access eNCA (heck even eTV) online.

Now eNCA is streamed online by livestation but the channel isn't available in SA. Is this because of a DSTV licensing or ICASA regulation issue?

on a side note, is anyone brave enough to petition eTV to set up a live-stream for the people (strength in numbers!)
