we will have no option but to demand
No negotiations, no compromises and no consideration for effective management?
Is shifting Soweto’s debt to the City of Johannesburg really the best option?

Mxm, the only reason the ANC is so 'concerned' is because of the local elections next year... And to shut down a whole area for non-payment is stupid, it's not all who are connected illegally! Eskom is on some power trip (pun intended) & keep fumbling!

Maybe they should not be turned off for half a day, but they and other municipalities that don't pay should be loadshedded first, then the paying ones.

And for the payibg customers within said areas, maybe there install smart meters of somekind that allows them power. Or offer those really nice discounts on their prepaid electricity.

Hell, I live in a paying area, AND on stage 3, though staggered can be left for over 12 hrs without power in a day. Stage 2 is one block of 4hrs30min.

So I say turn them off first and leave them off 1hr longer than the payers.

What would the consequences be if Eskom were to write-off Soweto’s debt?

they have before. then us as the taxpayer in the form of funding had to pay that.

We are already paying for their lazy grants, children's schooling(this one I don't mind so much, as it offers a chance to the children to change their lives), roads, rubbish removal, medical requirements and so forth

I'm sorry but this is not really bothering me. Eskom can offer free pre-paid meters for those who are on account to ensure those who pay receive but for such a massive defaulter, they have to do something and NO writing it off is just plain wrong.

Will Eskom still be in a position to claim outstanding payments from the twenty defaulting municipalities?

They will end off writing the debt off.... Where the hell are the people going to find R4bn to pay and on top of that start paying the rates we all pay for electricity today. They won't. It is simply too expensive.

It snowballed for too long and now it's huge debt that Eskom won't ever see.

I think I need to move Soweto because the R1.45 per KW/h is deadly. Spending R1500 on electricity a month.....

Relax. You get to pay 25% more for your electricity from tomorrow. They will continue to get it for free! Yay! Or from July. Or June.

I agree, the debt will be scrubbed, and at a calculated time like just before the elections.

Not all, I have seen some where that majority of Soweto is illegally connected. 7% nationally illegally connected to the power grid.I don't care who or what or where, as a business I am paying as much as R3.00 a unit, and eskom keeps piling on increases which drives up costs ect.

So cut off the feckers who don't pay, and if it's the large majority cut off the whole area, and be done with it.It's not about discrimination, it's not about racism, or even politically motivated agenda's. It's the simple fact that eskom is a business like any other you miss a payment or don't pay there needs to be consequences for those actions even criminal/civil actions.

There should be no middle ground, you don't pay, you should suffer as a result. In our township of 1200 odd people there isn't a single illegal connection, and they do regular audits once a year at least, and that said it's in a rural area, with less jobs and min wage than soweto. These people are more than happy to have a prepaid meter and buy R50 a week to have a light on, small tv and a fridge.

Even the shacks people build while waiting for RPD houses, and they do actually get build here, is connected to the grid with a prepaid meter.

So some where, you will need to draw a line and say enough is enough, so what if people want to riot, and throw bricks, and stones, and burn tires, to show their dissatisfaction of doing some thing illegal in the first place, they not rising up against a government or police, they rising up against a business like any other in order to provide effective services and protect income and the power grid.

Eskom depends on the income to provide services, without it how else will it stay afloat.

Besides electricity is a luxury and not a necessity unlike. If there is no manageable way to control illegal connections other than disconnecting a whole area.Simple enough. It's not like the Eskom is a total ******, they do provide 50watts of free units a month to those who are qualify, considering most of those who are less fortunate, have min appliances to begin with in the first place.

Affordability isn't really a problem, as I found as prepaid reseller, people buy R20.00 extra every 10 days or so over and above the 50 free units.Additionally these people get grants, and pension from the government as often the grandparents look after the kids while the parents are working in the mines or larger cities, around these parts. There really isn't an excuse of not being able to afford R20.00 a week of prepaid power. This "we demand" attitude we South Africans have and sense of entitlement gets my blood boiling. So no I pay my taxes, I pay my tv license, I pay for basic services as many law abiding citizens, why should I show sympathy and compassion to some one who expects every thing in life on a silver platter and it be free as well.

So, us here in CoJ territory will get to pay their bills + the 4billion owed... yet if I'm a few hours overdue I get cut. Think all city power customers need to refuse to pay until they pay. CoJ will be bankrupt overnight.

It was said that ±1.3 million people stay in Soweto. It works out to debt of ±R3000 per person which isn’t overwhelming.

I'm assuming you removed the unemployed as well as those of who are too young / too old to work?

That most likely include children, unemployed or low income people. If you take them out of the picture then the average will rise.

I think you should consider per household to get a better picture.

I know that it include everybody but if the period over which payments are made is long enough it could make it affordable and show a willingness to pay.

When we had a electric geyser and electric stove and oven we should use over R2000 a month. Then it is damn expensive. The municipality ups the rate depending on how much you consume. First R100 is cheap from R500 upwards it increases on ever R300 or R500 increment not sure have to double check.
