Why is chrome not using using my GPU for youtube videos?

Now that I have telkom lte I can watch 4k youtube videos without buffer which is fantastic :P

Problem is that it kills my cpu 3770k at 4.5ghz ,it runs at 100% when watching 4k 60 fps vids ,a bit less on 30 fps vids. This is from youtube using google chrome on windows 10 pro.

Is it not suppose use my R9 390 rather to encode the videos ? Is there setting I should change so that it uses my gpu rather than the cpu.

And no I am not switching browsers or OS :P
