No, the neutral is earthed. The reason why I think it is the neutral is because people take long to realise that the earth and neutral cables have been stolen. If you live in an ideal world and the phases are perfectly balanced you would see the correct voltage. I also agree with you that the taps on the transformer might be wrong, but I really hope we don't have people that incompetent working on those things.Does that mean one of the phases is at ground reference?
Have you logged the fault with the muncipality? Or waiting on others to?We had the same problem. Voltage was hitting 250 almost. Then the power went out before load shedding started and is still out now. The municipality can't be bothered to update the situation. Been without power for 24 hours now.
