What are they going on about? You could block every little bit of spam you get through a mail server. But there is also a good chance that a users legitimate e-mail will get blocked as well. You have to find a happy medium between not receiving spam, but not losing your legit e-mails.

But hell, it you want to run an Exchange Server, enjoy.

Get a linux mail server running qmail or something, with Spam Assassin and Spam Cop.
 
They might not be able to stop spam, but they can use spamassassin to tag those messages that appear to be spam. Then the user can either add a rule to delete or move messages with the *spam* bit in the header.

This is the way i do it; summarilly delete anything that scores higher than 5. If its a false positive, tough.

No all i gotta do is find a way of training spamassassin to tag 419 scams
