Why so uncapped?

Ok, so iv been capped since i think the 9th of this month.
so iv only been able to use local cap ofc. This morning when i switched
my pc on, i noticed it connected to skype.

so i decided to check if other websites work, and yes, they do.
Its incredibly slow though, i have a 4 meg line and it feels almost like
a 56k >.<

If i play games online though there is no lag, its just browsing that is slow.

Any 1 else having the same thing ? and if so, can some 1 explain whats
going on here

Our isp is Telkom :<

but i cant remember which plan/package we are on.
Im not enjoying it though !!!! its to Damn slow to do anything
on it :/
 
I'm frantically scratching around for something to download before someon at TI wakes up ;-) Maybe I should download the same Linux distro over and over like Gary does... from an offshore mirror..

The fact that it's slow is a different issue, discussed elswhere on the forum, caused by cable maintenance. The fact that TI local is now niceley blended, hrrmmmphh, has nothing to do with the slow performance.
 
nope, not back to normal on my side.
i can still access all international websites with out a problem.

wonder if you can tell me if the session bumped aswell? it's happened so often in the past whenever there's maintenace that im thinking they do it intentionally

oneday i see us paying to 'enjoy while it lasts'
