Why test phones locally?

I would love to know why phones have to be tested locally before they are approved? I spoke to the SE shop in vodaworld and they said that the white w900i was not approved. Why?

Lol actualy I heard that the white w900i is a vodaphone exclusive in the uk; i dont know if it has something todo with that.
 
All handsets must pass a series of tests to ensure they work within acceptable parameters as well as perform all base functions.

A fair number of handsets don't pass the first round of tests and must go back for fixes / firmware upgrades. Looking at the test report a good 20% fail outright.
 
this is true,i've been told the figure is around 35% that fail.......remember santa that even though the pourpose of all networks are generally the same the components and how they adress certain request from different hardware differs and this is where compatibility test are vital in deciding which get released and which dont.....fyi White covers available corner Grayston and Rivonia . LMAO
