WIFI help needed?

Hi,

I am a 3rd Year town and regional planner who requires some information on setting up a Wisp.I need help with information regarding setting up a hotspot ie 802.11b/g which can be used to connect potential customers tothe internet.I am aware of the illegality of such a task in terms of the current legal framework based on the "telecommunications act of 1996".Help in the following matters would be much appreciated and greatly valued.

1. What are the legal requirements for a Wisp to opperate?(In terms of licencing of VANS ans licence in terms of "local access telecommunications licence" and cost of these)

2.With current Telkom adsl technology, how is the hotspot setup with just a 512kbps connection(which I'm sure would result in client speeds not more than that of a dial up connection) and is it possible to connect multiple 512 adsl connections to increase user speed (eg. 4 x 512 kbps = >2mbps) ? If so how is it done?Do you think telkoms policy is a limiting factor in terms of growth in the telecommunications industry?

3. Are there any non-line of sight equipment and methods or do all clients need antennas?

4.What implications do you think freedom to provide WISPs will have on telecommunication cost in South Africa and will it help the masses?

Any information regarding these issues would bee very helpful.
 
Thanks alot.This information saved me alot of time.Is it possible to connect this router to an access point? If yes what access point do you consider to be the best on the market?

Any info on the other questions?
