Some context? The WiFi hotspot works fine on my iPad but not my iPhone. Both with the yellow service provider.

Have you forced carrier updates? This is done by going to Settings > General > About and then waiting for the pop-up notification.

I used a wifi hotspot in Maynard Mall this afternoon, just outside the Wimpy. I was using an iPad 4

Did you do this? It's definitely the carrier version that determines the hotspot functionality.

We have received the communication that the iPad hotspot has been approved and Apple will release the configuration for us in December, however the exact date wasn't confirmed. We will communicate this further as soon as we receive another communication.
