Wifi Snoop and Kick!

I was a wondering...... if....

In my office, we have three Laptops, one PC, three cellphones, all are registered via wifi to the Fritzbox wifi router..... Now , I own the office, I am the person who showed the other monkeys in the office how to access the wifi and surf the net.....etc..... However, I often get a situation, where I should have a download speed of 108kb/s , only to see it get strangled down to a paltry 12/14 kb/s , whilst the other monkeys are downloading crap from youtube etc,'

So i was wondering, is there any software, that I can run on my laptop, to see who is on the network, and what speed /size they are downloading at ..... and if I could remotely "kick" em off....

I thank ye all in advance for the words of wisdom which are about to head in my direction....

In our office i blocked all sites I know they use... and allocated a fixed IP address to my laptop and added my IP address to the filter exception list.. Not really possible what you want from what i gathered before without extra hardware etc...
 
I don't want to block IP's , just want to boot them off their downloads so that it time's out and frustrates them, obviously without them knowing that I am behind this...
