I don't see any reason why not, it's their Metro, as long as all other compliances concerned are adhered to, they don't need national government, although we all know how petty opposition parties can be.

Dunno about that.. the Kevlar cladding is not used as much and you'd need a lot of it for limited protection.

Wonder how easy it is to get bullet proof jackets these days.. I think small arms is possible these days
